One of our large unused facilities (old schools, factories, mills) could be used as a small business incubator, run in the non-profit fashion.
Facilities like this could provide cheap office space, commercial kitchens, alternative schools, artist spaces, etc.

Thanks for the idea Ben. From a facility reuse perspective, its worth pointing out that the Development Corporation of Knox County operates the Fairview Technology Center out of a former school building located in Solway.
